I tried the same URL with Dotcom-Monitor and by using Single Web Page Monitoring monitor type and the Device Type of "Using Real Browsers (Chrome, Firefox, IE)" (not the default HTTP Uptime \& Availability Device Type which also failed with forbidden errors like to our internal tool) with success.
